Download CTA consistency check

Landing pages must offer a free path via Sign Up and/or the current Windows installer. Stale versions and broken /#download anchors fail CI.

Policy

Preferred free CTA: /signup.html
Direct Windows exe (when used): must match data/download-cta-policy.json → currently 0.5.77
Forbidden: /#download, index.html#download (home has no download anchor)
No stale $7/mo as current CTA pricing (live is Free forever + Pro $19/mo)

Run locally / CI

npm run lint:download-ctas

Also runs in GitHub Actions workflow validate-site.yml with the update manifest check.
