Decision for Team HQ #9 (2026-07-20): do not open a ScoopInstaller/Extras PR. Scoop extracts installers; the public Windows artifact is a full Setup EXE that was not validated as extract-safe.

Shipping a broken Scoop manifest hurts more than not being on Scoop. Revisit when a portable zip (or Windows-validated extract) exists.

Revisit when
- A portable Windows build is published (stable URL + SHA-256), or
- A Windows machine validates that extracting the Setup and shimming
